Richard was born on 28 Jan 1746 in Talbot County, Maryland, the son of Matthew Tilghman and Ann Lloyd.

He died on 28 May 1805 in Chestertown, Kent County, Maryland.

He had two marriages/partners. His first wife was Margaret Tilghman, who he married on 27 DEC 1770 in Talbot County, Maryland. Their four known children were Mary Elizabeth (1772-?), Matthew (1773-1828), Anna Maria Margaret (1774-1858) and Ann Catharine (1787-1815).

His second wife was Mary Tilghman, who he married on 6 FEB 1783 in Maryland. Their four known children were Harriet (c1784-?), Mary (c1785-?), Julianna (1783-1861) and Mary Lloyd (1789-1866).

son of Hon Matthew and Anna Lloyd Tilghman m Margaret the 2nd dau of his uncle William Tilghman of Groces Talbot and had child viz Matthew b 20th Sept 1777, Anna Maria who m Judge Nicholas Brice (see Brice), and Mary Elizabeth Tilghman who m George Hoffman Balto

His 2nd wife was Mary the eldest dau of Edward Tilghman of Wye and Julianna Carroll and had child viz Julianna who m John Paca son of William Paca who signed the Declaration of Independence, Harriet who m Henry Brice of Baltimore, Mary who m John Tilghman, and Mary Tilghman who m Charles C Tilghman
