Caroline was born on 18 MAY 1870 in Maryland, the daughter of Samuel Theobald and Caroline Dexter DeWolf.

She died on 12 MAY 1962 in Baltimore, Maryland.

She had two marriages/partners. Her first husband was Robert Goodloe Harper Pennington, who she married on 31 OCT 1888 in Baltimore, Maryland. Their five known children were Charlotte Emily (1889-1987), Margery Innocents (1891-1992), Caroline Dexter (1895-1994), Dorothea Harper (1896-1995) and William Clapham (1899-1900).

Her second husband was John Whitridge Williams, who she married in 1929 in Baltimore, Maryland. They had no known children.
