Oliver was born on 16 Dec 1877 in Lonoke County, Arkansas, the son of Ira Ellis Shelton and Rachel A Taylor.

He died in 1960 in Lonoke County, Arkansas.

He had two marriages/partners. His first wife was Jula Kendall, who he married on 14 JAN 1900 in Lonoke County, Arkansas. Their only known child was Marcie (1904-1993).

His second wife was Mary Esther Jones, who he married on 23 FEB 1928 in Lonoke County, Arkansas. Their five known children were Sue Bell (1929-2006), Daniel (c1931-?), Oliver Monroe Jr (1931-1995), Ellis Eugene (1933-2009) and Stanley Scott (1938-2004).
