Arthur was born in 1881 in Senatobia, Tate County, Mississippi, the son of James Motheral Walker and Caniza Reeves.

He died in 1941 in Woodruff County, Arkansas.

His wife was Cora Simmons, who he married in 1907 in Jackson County, Arkansas. Their five known children were Buddy (1910-1949), Billy (1915-1989), Doris (1920-1987), Bobby (1925-2003) and Mickey (1927-1993).
